The PEMD diagnosis (product, materials, equipment and waste) which has become mandatory for all demolition and significant renovation work on buildings, forces the client to inventory all the components of the work and to define recommendations for their deposit, their management and their valuation. It must also clearly differentiate between the products (and the equipment and materials) that could be reused and the waste that will have to undergo specific treatment.

Cycle Up, a French player in reuse, has developed Diag it, a global solution to support diagnosticians in their approach to recovering building materials and resources.

Diag it is mainly aimed at PEMD diagnosticians wishing to find an easy tool for the treatment of products, equipment and materials, i.e. to carry out the Resource diagnosis.

Diag it is also aimed at deconstructors, demolishers and project owners wishing to find an outlet for reusable materials.

A favorable current context

AGEC law
Adopted in 2020, the AGEC law (anti-waste for a circular economy) aims to reduce waste and promote the recycling and reuse of products.
Eleven new sectors with extended producer responsibility will be created, with producers having to take charge of the management of their waste.

REP PMCB
The REP PMCB aims to structure, harmonize and strengthen reuse in construction across the country from January 2023.
The decree of June 10, 2022 on the specifications of the individual systems and the coordinating bodies of the sector, specifies the outlines and the role of the stakeholders.
The reuse target has been set at 5% of the total quantity of PMCB (by mass) in 2028, with intermediate deadlines of 2% in 2024 and 4% in 2027.

PEMD Diagnosis
The “Products, Equipment, Materials and Waste” (PEMD) diagnosis becomes mandatory from January 2023.
This diagnosis must contain:
• An exhaustive inventory of Products-Equipment-Materials and the waste potentially generated by these products,
• Details on the state of conservation, precautions for removal, storage on site and transport,
• Identification of relevant outlets to maximize the recovery of SLDBs in correspondence with the hierarchy of waste treatment methods.

RE Law 2020
The RE 2020 law, which came into force on January 1, 2022, now makes it possible to boost demand for reused materials whose carbon impact is equal to zero.
