Cip Fibro Digital Sobral

CIPFIBRO Digital is the official application of the Municipality of Sobral, developed by the Secretariat of Human Rights and Social Assistance (SEDHAS), which provides the Fibromyalgia Identification Card (CIPFIBRO) in digital format.

The app was created to facilitate the identification of people diagnosed with fibromyalgia and guarantee access to the rights ensured by municipal legislation, based on Municipal Law No. 2,675/2025, which recognizes people with fibromyalgia as people with disabilities for all legal purposes in the municipality, and Municipal Law No. 2,678/2025, which establishes Purple February — a month of awareness about fibromyalgia, Alzheimer's, and lupus.

Main features:

Secure login via Gov.br, with authentication integrated into the official systems of the Municipality of Sobral.

Digital CIPFIBRO card, synchronized in real time with the holder's official registration.

Offline access, allowing consultation of the card even without an internet connection.

Biometric or PIN protection, with encryption of data stored on the device.
Institutional communication, with information and news about public policy and services related to the benefit.
How to request the card:
The CIPFIBRO application is made through the AgendaSol portal (by sending a medical report, document, or other document proving the diagnosis). After analysis and approval by the City Hall, the card is available for consultation directly in the application.

Security and privacy:
The app does not collect location data in the background nor does it use personal information for commercial purposes. Sensitive health-related data (such as medical reports) are processed exclusively for validation of the condition of a person with fibromyalgia, in accordance with the LGPD (Law No. 13.709/2018), and are accessed only by authorized public agents.

Target audience: people diagnosed with fibromyalgia, residing in the Municipality of Sobral/CE, who wish to obtain or consult their identification card and access the rights and public services linked to this condition.
