At the initiative of the Higher Education Council, the "Pioneers of Higher Education" program comes to help students overcome obstacles standing in their way to reach higher education institutions within a wide basket of services provided by the program through the two centers working in secondary schools and with graduates.
The program’s steering committee is chaired by Professor Fadia Nasser Abu Al-Heija, a sub-committee of the Higher Steering Committee to expand the process of easy access to higher education and empowering the Arab community from the Academy, which is headed by Professor Mona Maroun.

The Centers for Higher Education pioneers work in 73 Arab villages and cities inside high schools with students, as the basket of services provided by the program includes providing workshops for students of the tenth and eleventh grades and for students of twelfth grades lectures by academic lecturers to reveal the world of higher education in front of them motivating them to move forward and work Hard and tenacious to achieve the goal. This is in addition to visits to colleges and higher institutes and passing a computerized examination of individual inclinations for each student of the twelfth grades, assisting him by identifying himself, his energies and abilities and what he may fit in subjects he learns in the academia to later and successfully participate in the labor market.
The "pioneers of higher education" centers are the actual result of a true understanding of the Israeli government, headed by the Higher Education Council, of the need to empower the Arab community from the academy. Centers for higher education pioneers were established in Arab towns, based on a strategic vision aimed at serving citizens.

The staff of the higher education centers are imbued with their belief in their mission and their desire to give to society. The professional crew has been chosen with great care from within the community and it is active to bring about real and profound change in the Arab community so that it becomes a productive and independent society.
