Not entirely touch "locked". The Home, Other Apps, and Return buttons on your phone are TOUCHABLE. So even behind a piece of paper, it still recognizes your touch. The gallery app (when you access pictures) can still recognize your "accidental" touches. It almost ruined my artwork when I was trying to trace an outline. The app didn't entirely deliver its purpose.
