1. Increasing Number of Foreigners
Foreign tourists and residents are now a common sight on the streets.
● The number of foreign residents has exceeded 4 million, reaching approximately 4.12 million (a 9.5% increase year-on-year in 2025). https://www.moj.go.jp/isa/content/001459094.pdf (Quoted from the Ministry of Justice website)
● The number of foreign visitors to Japan is approximately 24.68 million (cumulative total for 2025, a 15.8% increase year-on-year), and is projected to reach approximately 14 million as of April 2026. Increases are particularly noticeable in the Tokyo metropolitan area and the Kansai region. Further yen depreciation could further boost the number of tourists.

2. However, Japan lacks appeals to foreigners (the aim of this app)
● While foreign language announcements seem to be widespread in transportation and some facilities, most are basic service announcements such as destination guidance. Announcements regarding disasters, manners, and other information necessary for tourism and daily life for foreigners are rarely heard.

●Japan is a country prone to natural disasters. Earthquakes, heavy rains, train accidents, mountain climbing accidents, and problems caused by overtourism – what should foreigners use as a guide during such times? Many foreigners experience earthquakes for the first time, yet they don't know how to respond to disasters. Many facilities and government agencies only broadcast announcements in spoken Japanese. This is the reality of multilingual announcements in Japan.

●So why is it so difficult to provide information in foreign languages?

①There has been no tradition of announcing in foreign languages until now.
(Foreign languages were unnecessary, only Japanese was used.)
②They don't speak foreign languages, and they don't know which language to use.

③They don't know what kind of information to convey.
(They can't even create a message in Japanese; Japanese has many ambiguous expressions.)
④The media available for communication are limited. Information has only been posted on text media such as signs and pamphlets.
⑤The broadcasting system is not designed to broadcast multilingual content.

●For these reasons, the penetration rate of multilingual voice announcements (broadcasts) is very low. Herein lies the aim of selling this app.

3. Target Audience
●In short, all professions, facilities, and individuals that have contact with foreigners are target audiences. However, the main sales destinations are transportation facilities, hotels, tourist facilities, commercial buildings that foreigners inevitably visit, and government agencies that provide disaster prevention information (fire departments, police, municipal disaster prevention agencies).

4. Features
1. Content is stored on smartphones, so it can be operated (broadcasted) even without an internet connection during disasters.
2. Native speaker announcements convey emotion.
3. Native speaker translation minimizes mistranslations and provides the most appropriate foreign language.
4. Seamless broadcasting in five languages consecutively with a single operation. (Japanese, English, Chinese, Korean, Vietnamese)
5. Playback function that allows selection of specific languages.
6. 51 fields and approximately 1000 types of pre-written announcements. 5. How to Use the App (Please refer to the video on how to operate the app)
●Basically, the audio signal from the smartphone/tablet with the app installed is connected to an external loudspeaker for amplification (broadcasting). The audio signal is transmitted from the smartphone to the loudspeaker via cable or Bluetooth.

The loudspeaker can be a small megaphone, a building-specific public address amplifier, or equipment for transportation such as railways, ships, and vehicles. The customer (user) will provide the equipment according to the amplification application, purpose, environment, and scale. We will support you with connection methods and loudspeaker selection. ●This app is used in conjunction with an external loudspeaker.

For detailed connection methods and compatible devices, please refer to the support page on the trial version's settings screen. https://www.actemweb.com/koenavi

6. App Features
● The app consists of 51 categories and approximately 1,000 types of audio content, and an app for selecting and playing these audios. It primarily features seamless (continuous) playback of audio announcements in 5 languages (Japanese, English, Chinese, Korean, and Vietnamese).

There are four playback methods: ① Seamless playback in all 5 languages (default),
② Playback in a specific language only, ③ Repeat playback of the same announcement multiple times,
④ Preset playback that allows you to combine and play multiple announcements.

All of the above are original productions (copyright belongs to our company)
●For reference, our company has a track record of producing multilingual announcements for major JR East stations since 2008.

9. Why are announcements standardized?

●If the content and expression of the announcement change each time depending on who is making the announcement, listeners will become confused and will not trust the information. They might think, "Is this announcement true?" Especially in emergency situations, reliability is essential, and if there is a mistake, it could develop into a serious problem. With standardized phrases, the same information is conveyed even if multiple people operate the system according to the situation. This is the solution to the problem in 2-③. However, there are also disadvantages to standardized phrases. For example, if an announcement contains a number, an expression like "We will open at 10:00" would require multiple words for each number, which is impractical. However, a standard phrase is sufficient as a trigger for action, hence the call to action. Human action begins with a call to action and develops into communication.

10. Foreign Language Announcements are Translated by Humans
● Native speakers of the language being played back translate and speak the announcements. Japanese has many ambiguous words, and if the context and meaning of the words are not considered during translation, incorrect actions will occur. (Administrative terminology, in particular, is difficult to express.) The manner of speaking is also important. Announcements must be spoken with emotion depending on the content being conveyed; otherwise, people will not act. Human action is determined by the sincerity, truthfulness, and emotional expression of the words. When important decisions are required, people will not act based on machine-spoken words. In emergencies, speak with emotion; in normal times, speak slowly and clearly. This is a solution to the problems in 2-① and ②.

11. App and Content Maintenance
● Content changes due to various incidents and events. When changing the content or translation of standard phrases, we update the audio content and upload it to the content server. App updates are made to accommodate OS updates and bug fixes.

12. Content Warranty
● Translation from Japanese to foreign languages is not 100% accurate due to cultural and customary differences in interpretation across countries and regions. While multiple translators are involved in creating the most appropriate announcements, some customers require 100% accuracy, which is addressed through user consent (agreement) when using the app.

13. About the Trial Version (Free Version)
The purpose of the free version is to allow users to experience "how it can be used," including the content of announcements and operation methods. It allows users to actually play 1-2 announcements from each category. Also, for users who want to know "what kinds of announcements are available," the announcement content is displayed in faint text.

15. Regarding the amplification of audio played from the app
This app is used in conjunction with an external loudspeaker. Detailed connection instructions and compatible devices are described on the support page (link to our website). (Added August 5, 2026)
