"Paint Tool for Web" is a Chrome extension that brings the joy of creation to browsing. It lets you draw, annotate, erase and pick color from a wide palette on any webpage. Its intuitive interface makes it extremely user-friendly. Not stopping there, you can even capture screenshots of your creations. Additional features include setting custom shortcuts for all functionalities. Note, however, that it doesn't work on Chrome system pages and Chrome webstore for security reasons.

Lol its really neat but sometimes it says that try another web page but although it is pretty cool and neat. I really enjoyed it even though I just started today.
