In the URL bar, go to chrome://extensions
Enable Developer mode
Drag and drop the downloaded Sneakers Wallpaper CRX file into the Extensions page
When prompted, click Add extension to install Sneakers Wallpaper.

In Chrome browser, go to chrome://extensions
