Type in chrome://restart in the URL bar to restart the browser for the changes to take effect.

Option 2: Advanced method

Download TubeMarks for Youtube CRX file
NOTE: Sometimes the browser may block downloading / installing CRX file from outside the Chrome Web Store. If so, you may need to use option 1, or download the ZIP file instead.
In the URL bar, go to chrome://extensions
Enable Developer mode
Drag and drop the downloaded TubeMarks for Youtube CRX file into the Extensions page
When prompted, click Add extension to install TubeMarks for Youtube.

Install ZIP file

Download and unpack the TubeMarks for Youtube ZIP file to a directory of your choice.
In Chrome browser, go to chrome://extensions
Enable Developer mode.
Click on the Load Unpacked button.
Select the directory of with the unpacked TubeMarks for Youtube ZIP file from step 1. TubeMarks for Youtube is now installed on your browser.
