With this extension you can see the subtitles on youtube uploaded by other users. Ofcourse, anybody can upload subtitles.

The screen you see when you click the extension consists of four tabs.
[Request tab] - You can request subtitles for the video you are currently watching.
[Subtitles tab] - You can select subtitles uploaded by someone else on the video you are currently watching.
