• Break up matching runs: a row or column can never contain three identical tiles in a row.
• Find the balance: every completed line needs an equal number of both tile states.
• Keep every line unique: no completed row or column may duplicate another.

There is no arithmetic to calculate and no need to guess. Every correct move follows from the grid.
