Seemed to fix my playback issues, for windows I had to purchase `HEVC Video Extensions` from the microsoft store for $1 to enable h265/hevc playback on my device. This store extensions addon alone fixed chrome but for edge I have to use this plugin and it seems to work fine.

Still not working for me (in Plex, at least). Plex still transcodes to x264 at highest quality
